Parrying has a 10%/20%/30%/40%/50% chance to restore Emma's Entanglement Gauge by 0.2 and Koo's FP by 1. Every Spirit Stone carries two things at once: a stat boost — here Max Critical Rate: 10% — and an effect, and both scale with the stone's rank rather than with anything you do to it.

When to use it
The Entangled stone the game is actually built around: IGN's framing is that parrying already restores the resource Koo spends and fills the stagger meter, so this stacks a second payout onto the action the combat wants from you. Identical numbers to Entangled Dodge, on a better trigger.
